          "An Act relating to court orders authorizing an                                                                       
          involuntary commitment; relating to the burden of                                                                     
          proof necessary to authorize an involuntary                                                                           
          commitment; relating to patient rights during an                                                                      
          involuntary commitment; relating to the                                                                               
          administration of psychotropic medication; and                                                                        
          amending Rules 4 and 5, Alaska Rules of Civil
